Manufacturing Enhancement Area

Brawley is one of California’s two Manufacturing Enhancement Areas (MEA). The MEA is focused on stimulating job creation in the Border region. Special state and local incentives encourage business investment and promote the creation of new jobs.

PROGRAM BENEFITS

The benefits of a Manufactuing Enhancement Area are as follows:

  • Streamlined local regulatory controls;
  • Reduced local permitting fees; and
  • Eligibility to earn $29,243 or more in state tax credits for each qualified employee hired.

ELIGIBILITY

All manufacturing businesses engaged in the lines of business described in Codes 2011 to 3999, inclusive of the Standard Industrial Classification (SIC) and located in an MEA are eligible for program benefits.


Foreign Trade Zone

A Foreign Trade Zone is a specially designated area, in or adjacent to a U.S. Customs Port of Entry, which is considered to be outside the Customs Territory of the U.S.

The following is a partial list of the many benefits you can attain when using Foreign Trade Zone:

  • Duty Exemption. No duties on or quota charges on re-exports.
  • Duty Deferral. Customs duties and federal excise tax deferred on imports.
  • Inverted Tariff. In situation where zone manufacturing results in a finished product that has a lower duty rate
    than rates on foregin inputs (inverted tariff), the finished products many be entered at the duty rate that applies
    to its condition as it leaves the zone - subject to public interest considerations.
  • Logistical Benefits. Companies using FTZ procedures have access to weekly entry fee savings.
  • Other Benefits. Foreign goods and domestic goods held for export are exempt from state/local inventory taxes.
